BID COMMITTEE COURSE FOR LOCAL GOVERNMENT (MFMA)
Background:
It is a requirement that all Local Government procurement of goods and services that exceeds the threshold values for quotations must be done via a committee system that involves Bid specification (BSC), evaluation (BEC) and adjudication (BAC) committees.
The conduct of these committees largely affects the outcome of the procurement and determine whether it was done in accordance with the requirements of the Constitution and other legislation such as the Municipal Finance Management Act and the Preferential Procurement Policy Framework Act and Municipal SCM Regulations.
It is a fact that procurement in many Municipalities are not up to the required standards which in turn leads to misappropriation of funds and negative Audit findings.
One of the reasons for this state of affairs is the fact that committee members who must make decisions are often members that have received no training with regards to their functions and responsibilities as members of such committees.
This course has been designed around the Local Government environment that operates under the MFMA. Examples and case studies in this course is therefore be related to that environment.
Accreditation:
This accredited five (5) day course contains activities and application tools that will assist learners in developing the knowledge and skills stipulated in the specific outcomes and assessment criteria related to Unit standard 337061: “Demonstrate knowledge and insight into a bid committee system applicable to an Organ of State in South Africa”.
This course has been accredited by PSETA and on successful completion thereof the learners will receive 15 credits towards the level 5 NQF qualifications of:
- Certificate: Public Financial Oversight and Accountability
- Diploma: Public Administration
Purpose of this course:
This Unit Standard is intended for learners in the public sector and Organs of State who serve on Bid Specification, Evaluation or Adjudication Committees as part of a bid process.
This accredited course will be particularly useful for Municipal Managers, CFO, Supply Chain Management Practitioners, Senior Managers, Managers, and end users who serve on any one of the Bid Committees. It may also be useful for specialist advisors such as the legal and IT officials operating in a specific field and who are members of any bid committee.
At the completion of this course officials should be able to:
- Discuss the elements of the Supply Chain Management model that applies to the bid committee system
- Apply the knowledge of the applicable regulatory framework
- Discuss the importance of ethical conduct at all stages of the bid committee process
- Apply knowledge of the functions of the Bid Specification Committee

Facilitation
Facilitation of this course is done by experienced Supply Chain Management facilitators
Summary
The successful application of Local Government procurement is largely dependent on the effective functioning of the various bid committees.
In order to achieve this it is imperative that all bid committee members be aware of their roles and responsibilities. This course will equip the committee members to do so.
